You may chose two extra Feats, including [[:Category:Prowesses|Prowesses]] even if you character doesnisn't have the Feat [[Divine Touch]]third level. (But not Archetypes)
As long as you own this object, you can enjoy the benefits of those two Feats under certain conditions.
