The character is particularly knowledgable about outlaws, thieves, bandits, beggars and sell-swords.
 
 
He can locate and contact any local thief guild, bandit gang and the likes.
 
 
He will know how to purchase anything illegal (drugs, poisons etc...) and outlaws identify him as one of their own.
 
 
For example, he could contact the local thief guild and make sure a certain person is robbed of a particular item or that a particular lock is picked. The time he requires to do this depends on the size of the town he is currently in.
 
 
Given enough times, he can also hire a cut-throat that will kill a person he designates.
 
  
He may also enquire those outlaws on certain topics, such as local rumours.

The character knows everything about outlaws, thieves, local heresies, etc... He can find, anything illegal.
